China aims for emission trading scheme in big step vs. global warming Posted: 19 Dec 2017 02:18 AM PST By Muyu Xu and Josephine Mason BEIJING (Reuters) - China said on Tuesday the first phase of its long-awaited nationwide carbon emission trading scheme (ETS) will focus on the power sector, as the government outlined details of what is expected to be the world's largest such program. The State Council approved the scheme last week and the National Development & Reform Commission (NDRC) outlined some details of how it will be implemented, marking its launch, NDRC vice chairman Zhang Yong said at a briefing. Trading will be based in Shanghai, involving 1,700 power companies and over 3 billion tonnes of carbon dioxide annually, he said. |

Amtrak safety record already under scrutiny before fatal derailment Posted: 19 Dec 2017 09:11 AM PST The deadly derailment of an Amtrak train south of Seattle is likely to intensify scrutiny of the national passenger railroad company's safety record, which was already under the microscope following a series of fatal incidents. The U.S. National Transportation Safety Board (NTSB) said late on Monday the train was traveling at 80 miles (130 km) per hour in a 30-mph (48 kph) zone when it jumped the tracks that morning. The NTSB said it was too soon to say whether excessive speed contributed to the crash, which killed at least three people. |

The ruling affirms a preliminary finding that Bombardier received unfair subsidies from the Canadian government that allowed it to sell planes at below the cost of production, and compete unfairly with American aerospace giant Boeing, which lodged the complaint. Boeing filed the case against its Canadian rival after Delta Air Lines ordered 75 of the C-Series planes that can seat 100-150 passengers. |

The Office of Compliance, where lawmakers and staffers file such claims, provided the numbers to the Committee on House Administration, which deals with the chamber's rules and regulations, amid a recent cascade of sexual misconduct allegations against lawmakers that has forced congressional leaders to re-examine procedures for dealing with such incidents. According to the data, there were at least three settlements related to sexual harassment claims involving unnamed House members' offices from 2008 to 2012, totaling $115,000. |

The so-called Thomas fire has scorched 271,000 acres (110,000 hectares) of drought-parched chaparral and brush in the coastal mountains, foothills and canyons of Ventura and Santa Barbara counties northwest of Los Angeles. More than 1,000 homes and other buildings have gone up in flames and some 18,000 other structures remained threatened from a late-season firestorm that kept firefighters on the defensive for the better part of two weeks. |

U.S. FDA approves new diabetes drug from Merck and Pfizer Posted: 20 Dec 2017 01:43 PM PST (Reuters) - A new drug developed by Merck & Co and Pfizer Inc won U.S. approval on Wednesday to treat type II diabetes, the Food and Drug Administration said, adding another competitor to a growing class of treatments. The oral drug, known generically as ertugliflozin, will be sold under the brand name Steglatro and compete with AstraZeneca Plc's Farxiga, Johnson & Johnson's Invokana and Eli Lilly and Boehringer Ingelheim's Jardiance. Merck and Pfizer won approval for Steglatro as a single therapy and in fixed-dose combinations with Merck's diabetes drug Januvia or with metformin, an older generic treatment typically given to newly diagnosed patients. |

South Korean President Moon Jae-in is seeking to soothe relations with North Korea, which is pursuing nuclear and missile programmes in defiance of U.N. sanctions, and with China, the North's lone major ally, before the Games begin in South Korea in February. China, which hosted years of on-again-off-again six-party talks to try to end the North Korea standoff, resumed some blocks on group tours to South Korea, industry sources said, and rebuked Seoul for firing warning shots at Chinese fishing boats On Tuesday, Moon, who visited China last week, said he had proposed postponing major military drills with the United States until after the Games, a move his office said was designed to reassure athletes and spectators. |
