China fights back against the Huawei ban with a blacklist of its ownThe Trump administration delivered a massive blow to Huawei a few days ago, placing the biggest China's smartphone maker on the US Commerce Department "Entity List" that bans the sale of Huawei products in the country. The US government also banned the Chinese vendor from importing technology made in the US, which covers anything from chips and other components from companies like Intel and Qualcomm to software like Android and Windows.Other international companies have also cut ties with Huawei temporarily, including chip-maker ARM, whose silicon designs are the basis of most mobile chips used in Huawei designs. All this prompted the Chinese government to create its own blacklist, which it's currently referring to as the "Unreliable Entity List."China announced its list on Friday, saying that it will add any foreign firms and individuals who do not play nice with Chinese companies, namely Huawei."Foreign enterprises, organizations or individuals that do not comply with market rules, deviate from a contract's spirit or impose blockades or stop supplies to Chinese enterprises for non-commercial purposes, and seriously damage the legitimate rights and interests of Chinese enterprises, will be included on a list of 'unreliable entities'," Chinese commerce ministry spokesman Gao Feng said, per HongKongFP.The official did not say what companies are on the list, adding that they will be announced at a later date."Some foreign entities have violated normal market rules and the spirit of their contracts for non-commercial purposes, blockading and cutting off supplies and taking other discriminatory actions against Chinese companies damaging their legitimate rights and interests, and endangering China's national security and national interests," Gao said, according to state-owned Global Times.China's response seems to escalate trade-war tensions, but in reality, there's probably little that China can do to whatever companies end up on its list. That's because the most important US tech companies that may qualify for that list are in a co-dependency relationship with China. Intel and Qualcomm processors are needed and used by many Chinese smartphone makers. Google, meanwhile, doesn't have a presence in China, so the risk is small. Microsoft's Windows is also a critical operating system, one that China can hardly do without. If there's one company China could punish, it's probably Apple, but Apple doesn't have a business relationship with Huawei. Not to mention that China also needs Apple's business just as much as Apple needs China.If anything, China is trying to do whatever it can to deescalate the conflict and reach some common ground, as the ban on Huawei will have a severe impact on the smartphone vendor's bottom line, and even on its ability to conduct business in other markets.

Naturally, he took no questions from reporters and he said he did not want to face any from Congress either."The report is my testimony," Mueller said as he officially wrapped up his investigation into Russian interference in the 2016 presidential election. Unfortunately, that won't cut it.Mueller hasn't given a satisfactory explanation for why he did not reach a definitive conclusion—a "traditional prosecutorial judgment"—about whether President Donald Trump committed obstruction of justice. In possibly the most significant discrepancy between his account of the Trump-Russia investigation and Attorney General William Barr's summary, Mueller leaned heavily on the Justice Department guidelines forbidding the indictment of a sitting president.Barr said that his, and ostensibly then-Deputy Attorney General Rod Rosenstein's, exoneration of Trump did not turn exclusively on this constitutional interpretation—and left the unmistakable Impression that this was true of the special counsel's more equivocal finding as well. NASA's Spitzer telescope snaps 'family portrait' of epic proportionsNASA's Spitzer Space Telescope has a habit of providing us with some downright gorgeous views of deep space, but its latest snapshot might actually be its best yet. The image, which NASA is showcasing in a new blog post, is absolutely packed with things to see, but we'll need NASA's help to actually explain it all.The image of a mosaic of two regions of space known as Cepheus B and Cepheus C. The massive green cloud that dominates the frame is a nebula, which is a collection of loose material such as dust and gas that may eventually clump together to form other objects like stars.Along with the original image, NASA has been kind enough to provide us all with a labeled version that points out a handful of neat sights:Near the left center of the image, you'll spot the colossal star known as V374 Ceph, which astronomers theorize is surrounded by a ring of debris that allows it to cast the cone-shaped shadows off of its sides.Some of the newer features of the image, like the young nebula taking shape near the bottom right of the frame, are just babies in comparison to the larger nebula and star clusters. NASA spots explosion of X-rays glowing in the universeNASA peers deep into the cosmos at the bright, leftover cinders of exploded stars, called pulsars. Now, the space agency has released a map-like image showing loops and arcs of X-ray energy — invisible to the naked eye — radiating from these dense cores of once massive stars. The most radiant spots are the suspected pulsars, repeatedly blasting X-ray energy into space. These trails of energy, or electromagnetic radiation, reveal the powerful sources of these X-rays. "Even with minimal processing, this image reveals the Cygnus Loop, a supernova remnant about 90 light-years across and thought to be 5,000 to 8,000 years old," said NASA's Keith Gendreau, who leads the imaging mission called NICER, in a statement. "We're gradually building up a new X-ray image of the whole sky, and it's possible NICER's nighttime sweeps will uncover previously unknown sources."  Locations of pulsars. Image: nasa / nicer NICER, short for Neutron star Interior Composition Explorer, is a cube-shaped instrument attached to the International Space Station (ISS). NASA focuses on specific pulsar targets, so NICER repeatedly follows similar tracks through the sky, ultimately creating prominent arcs of X-ray radiation on this sky map. Astronomers suspect these stars act like lighthouse beacons in the universe, regularly emanating or "pulsing" blasts of X-ray light as they spin.  Grasping how different pulsars "pulse" may serve quite useful for future deep space travel through the  solar system. NASA plans for a coherent map of pulsars to essentially act like a "GPS system in space." "When mature, this technology will enable spacecraft to navigate themselves throughout the solar system — and beyond," NASA said. Photograph: Atta Kenare/AFP/Getty Images The US state department has cut off funding to a group that purported to combat Iranian propaganda, after it was found to be trolling US journalists, human rights activists and academics it deemed to be insufficiently hostile to the government in Tehran. The Iran Disinformation Project was funded by the state department's global engagement centre which was created to counter foreign propaganda and disinformation. In recent weeks however, the group's Twitter account @IranDisinfo targeted BBC journalists, thinktank experts and civil society advocates, denouncing them as being "mouthpieces" and supporters of the Iranian government. In one case they singled out a researcher for Human Rights Watch (HRW), Tara Sepehri Far, because she had looked into the human rights impact of sanctions on ordinary Iranians. The group also focused on supporters of the 2015 nuclear deal with Iran, which Donald Trump withdrew from last year, particularly the National Iranian American Council, which has advocated nuclear diplomacy with Tehran. It used the hashtag #NIACLobbies4Mullahs. In response to a request for comment, a state department spokesperson said: "The bulk of the work by @IranDisinfo has been in line with the scope of a project with the Department of State. We have, however, identified recent tweets that fall outside the scope of the project to counter foreign state propaganda or disinformation." The statement added: "Today, the Department suspended the funding for the Iran Disinfo project until the implementer takes necessary steps to ensure that any future activity remains within the agreed scope of work." Many of the group's controversial tweets were deleted on Friday. Brett Bruen, who was director of global engagement in the Obama White House, said that the global engagement centre was originally created to counter Russian and Isis disinformation and propaganda. However, under the Trump administration, it was starved of funds and personnel, and has an operating budget of just $20m. Lea Gabrielle, a former navy intelligence officer and Fox News journalist was hired to run it in February. "It is not being used to deal with Russian disinformation or Isis propaganda, but they are syphoning money off to attack the Iran [nuclear] deal and Iran," Bruen said. "We know that information warfare is a serious and damaging threat, but the centre is being treated by the Trump administration like it is a reserve for dipping in to for pet political projects." Sarah Leah Whitson, HRW's executive director for the Middle East and North Africa, welcomed the speed of the state department decision to cut funding to Iran Disinformation Project. "Groups like this really undermine human rights advocacy when they use it selectively as a political weapon to go after a perceived enemy."

The Wayward Special CounselIn the end, by-the-book Robert Mueller departed wildly from the book.He invented an extraconstitutional legal standard for his obstruction investigation and acted, at best, in violation of the spirit of the special-counsel regulations. His departing act was a public statement meant to influence the public debate in a manner inappropriate for a prosecutor, in part because the long public report he wrote that was also inappropriate for a prosecutor lacked clarity. A hallmark of the Trump era is that the norm-defying president goads everyone appalled by him to violate norms. The former Marine and G-man Robert Mueller would seem least likely to fall prey to this dynamic, but here we are. First and foremost, Mueller ditched the presumption of innocence. In the normal course of things, all of us are considered innocent unless a jury finds us guilty beyond a reasonable doubt. Mueller switched this around. Rather than finding conclusive evidence of Trump's guilt, he had to find conclusive evidence of his innocence. Since he didn't find this exculpatory evidence, Mueller deemed Trump "not exonerated."In surely one of the more gobsmacking utterances ever made by someone from a Justice Department podium, he said that "if we had confidence that the president clearly did not commit a crime, we would have said so."If this standard had been applied to any person other than Donald Trump, it would have been widely denounced, and the American Civil Liberties Union would be crusading against it.Naturally, Trump's critics immediately concluded from Mueller's statement that if Trump hadn't been found innocent, he must be guilty. The snarky headline on a New York magazine piece put it aptly enough: "Mueller: Trump is Not Not a Criminal." Well, you might say, of course Robert Mueller departed from standard operating procedure — he's a special counsel operating in novel circumstances that require novel approaches. But this is not his writ. A special counsel, under the regulations, has the "investigative and prosecutorial functions of any United States Attorney." He is supposed to "comply with the rules, regulations, procedures, practices and policies of the Department of Justice." One of those rules, set out by the department's Office of Legal Counsel, famously says that a sitting president can't be charged with a crime. Mueller explained in his public statement that this ruling led his office to conclude that it couldn't "reach a determination one way or the other about whether the president committed a crime." So, Mueller, by his own account, conducted a two-year investigation knowing from the beginning that he wouldn't make the either/or decision that prosecutors exist to make. Mueller offered several reasons for conducting an obstruction investigation anyway. One was to preserve evidence. But for what? The idea that a post-presidency Trump will get prosecuted as a private citizen for firing FBI Director James Comey is manifestly absurd. Another was that the president can be accused of wrongdoing in "a process other than the criminal justice system," i.e., impeachment by Congress. Here, Mueller is basically describing Volume 2 as an impeachment referral. But this isn't a purpose contemplated by the special-counsel regulations, which say that the special counsel "shall provide the Attorney General with a confidential report explaining the prosecution or declination decisions." They don't say a special counsel shall fail to reach a prosecution or declination decision, then write a long report for congressional consumption anyway, and additionally go out and make a public statement to catalyze congressional action. It should be up to Congress, not an inferior executive branch, to launch such an inquiry or not. Even more bizarrely, since Mueller considered Trump's public statements as potential obstruction, any objections by the president to this quasi-impeachment inquiry were more evidence of alleged wrongdoing.An institutionalist who lost his way, Mueller will be lionized for the duration since he's been so useful to Trump's opposition, but his performance won't age well — and shouldn't. © 2019 by King Features Syndicate

There's just something about Apple's iPhones that people can't seem to stay away from, and people are constantly trying to figure out exactly what it is. There are undoubtedly plenty of different reasons people have for choosing an iPhone over Android smartphones, but a new informal survey that was recently conducted suggested that one of the biggest reasons is something you would probably never expect.A Redditor who goes by the name "jackharvest" posted earlier this week in the Android subreddit to share an interesting story. He works in IT at an unnamed company, and his team noticed something crazy: of the 500 employees at the company, only 8 of them chose to use an Android phone. Everyone else -- all 492 of them -- chose an iPhone over Android phones.The IT team was so intrigued that it decided to issue a survey to ask employees why they chose the iPhone over Android. According to the Redditor, more than half of the iPhone users at the company gave the same answer. Did they choose Apple's iPhone over an Android handset because the design and build quality are so much better? Was it because iPhones always outperform even the most powerful Android flagships in real-life speed tests? Or perhaps it was because they all prefer the simplicity and ease of use that iOS offers compared to Android.Nope, it wasn't any of that. Google received plenty of negative feedback from users, but this hasn't deterred the company from going forward with these plans.Google a few days ago responded to some of the criticism (via 9to5Google) regarding its Manifest V3 changes, explaining what will change going forward. The company confirmed that the ad blocking capabilities of Chrome would no longer be available to regular Chrome users. Chrome will still block content if you're a paid, enterprise user of Chrome.A Google's spokesperson told 9to5Google that "Chrome supports the use and development of ad blockers," adding that Google is "actively working with the developer community to get feedback and iterate on the design of a privacy-preserving content filtering system that limits the amount of sensitive browser data shared with third parties."However, as the blog points out, the Chrome changes will make it impossible for most Chrome ad blockers to work in the near future. Google's moves aren't surprising, considering that it makes money from advertising. Alphabet noted in a recent SEC Form 10-K filing that ad blocking extensions are a "risk factor" to revenue:> New and existing technologies could affect our ability to customize ads and/or could block ads online, which would harm our business.> > Technologies have been developed to make customizable ads more difficult or to block the display of ads altogether, and some providers of online services have integrated technologies that could potentially impair the core functionality of third-party digital advertising. Most of our Google revenues are derived from fees paid to us in connection with the display of ads online. As a result, such technologies and tools could adversely affect our operating results.What's also interesting is that Google made it clear during I/O 2019 that it wants to offer better privacy and security to users, something that seemed to go against its bottom line. Google tried to redefine privacy to suit it needs around that time. The fact that it's trying to protect the customizable ads that it sells to businesses is also an indication that Google won't give up collecting user data anytime soon.In Google's defense, we'll remind you the company is looking to improve the advertising experience on the web, and prevent the kind of annoying ads that you'd use ad blockers to stop from appearing in the first place.Also, in the same response, Google said that future versions of Chrome will make it easier for end-users to deal with permissions that extensions require and force developers to inform end-users of what data their extensions will access. The move is meant to protect privacy and prevent abuse, which is certainly laudable. However, that doesn't minimize the fact that Google plans to temporarily or permanently disable third-party ad blockers.
